What model PC? What Operating System?
Some older PC's had USB 2.0 and USB 1.1 depending on front or rear ports, but all newer PC's have USB 2.0 on all ports. However we need your PC model number to see what you have.
There can also be a problem on PC"s with USB 2.0 if "enhanced controller" is not activated (shown in Device Manager).

All the ports on your PC are 2.0 (or should be 2.0).
Go to the Device Manager and display the USB section. If one (or more) entry shows "Enhanced Controller" your ports are operating at 2.0.
Are you using an external USB Hub? If so, it is probably the hub as there are 1.1 and 2.0 hubs. If this is the case, you need to get a self powered (has its own power supply) USB 2.0 hub.
If it's not a hub problem, the USB cable you are using may be the problem.
