Unable to install a SATA II PCI-E Card

I am trying to install a StarTech 4 Port SATA II PCI-E x4 Card.  I want to add another hard drive plus the ability to run an external SATA drive. 

I installed it in the only slot I have left which is a PCI express x8 slot.  The system won't recognize it.  I tried downloading the newest driver from StarTech but the driver install stops and states that it doesn't detect one.  I don't think it's the card because this is the third one I've tried.

I originally tried installing it while I was running Vista 32, was unsucessfull and have now tried it on Windows 7 64 with no luck either.

I have an XPS 630i, currently running Windows 7 64.
