What is the extended PCI slot on an Optiplex 760?

Slot 1 on the mini desktop Optiplex 760 is PCI Express x16. Slot 3 is ordinary PCI. Slot 2, in between is PCI with an odd bit added onto the end. It's not PCI-X.

What is that extra section for?

There's no "mini desktop" 760. There's  Mini-Tower, Desktop, Small Form,  and Ultra Small Form.

Looking at the motherboard diagram for the Desktop in the manual, it sounds like you're describing the "Riser connector (uses PCI-E port/SLOT1 and PCI port/SLOT2)".

The riser allows you to use up to two full height or half length cards and one low profile card, while using the motherboard slots direclty only allows you to use two low profile cards.
