Why Can't I Access the Intel Management Engine BIOS?

I have a Dell Precision Tower 5810 running Windows 8.1 Pro 64-bit.

My system has an Integrated Network Card (Intel Ethernet Connection 1217-LM)

You are supposed to be able to access the Intel Management Engine BIOS by pressing Ctrl-P when you see the screen that tells you to Press Ctrl-P to enter MEBx Setup - but that Screen never pops up when I reboot while taping the F12 key.

I have reason to believe that DHCP may be disabled in the Intel Management Engine BIOS & I need to enable it because my Fiber Optic ISP uses Dynamic IP Addresses instead of Static IP Addresses.

MEBx is VPRO not INTEL Management Engine.  If you have INTEL CTRL P then there will be a white sticker on the inside of the case with a number.

If its a 3 then MEBx is permanently disabled at the factory.

This label has a number on it that indicates the management mode you need to choose to get the appropriate configuration for the computer.


There are 3 parts to the software other than BIOS

Intel Chipset S/W Install Utility
Intel AMT HECI
Intel AMT SOL/ LMS

CTRL P is very old in the

Are you sure that's where you're supposed to change how the PC obtains an IP address?

Have you looked at the Network Connections screen in Win 8.1? Right click your Ethernet adaptor on that screen and select Properties.  You should then be able to set it up for a dynamic or static IP address for either/both IPv4 and v6, depending on which you're using, and also choose how the DNS server is selected

Attached to the inside of the removable Cover is a small "yellow" sticker that says only:

3

ME DISABLED

 

Does that mean that I cannot access any Settings or anything else?

And obviously I cannot change what I cannot access.

3 is permanently disabled.

Because of a recurring WHEA_UNCONTROLLABLE_ERROR (see the thread about that @ http://en.community.dell.com/support-forums/desktop/f/3514/t/19681668) where you replied) and Network 1 (my integrated Network Card) failing the ePSA Diagnostics with an Error of 2000-0620, Dell has replaced my Motherboard twice & my Power Supply Unit once.  Dell also had me replace my Ethernet Cable.

The Dell Support Tech I was working with tried to recreate my errors in the Dell Lab where she had access to 3 Dell Precision Tower 5810 Systems like mine.

On 2 of the 3 systems, she was able to access the Intel Bios, but could not do so on the 3rd system.

Since my Motherboard was replaced twice, is it possible that my yellow sticker with the "3 ME Disabled" does not apply anymore?

And why would Dell disable that on some Motherboards, but not on others?

Initially my integrated Network Card failed the ePSA Diagnostics when run from a Cold Boot and when run from a Re-Start.

But now my integrated Network Card passes the ePSA Diagnostics when run from a Cold Boot but continues to fail when run from a Re-Start.
