disabling turbo boost and c-state transition

I'm running Avid Pro Tools (audio DAW) on an  Inspiron 560 Dell Desktop with Windows 10. The Pro Tools optimizations include disabling turbo boost and c-state transition in the BIOS. Can anyone tell me how to do this and what to look for in the BIOS set up?

I don't see TurboBoost listed as an option in BIOS for the 560 according to the manual. (NOTE: The manual is for both the 560 and 570, so be sure to look at the right info for your model.)

The only options for C state are S1 or S3. There's no "off".
