inspiron 660 full tower psu & gpu upgrade

My dad gave me an inspiron 660. the specs are https://goo.gl/fnPgyl (I did install a wd 160 gb hdd) I am interested in upgrading to a  gigabyte gtx 970 mini itx and a corsair%20cx650m%20power%20supplyly" rel="nofollow noopener noreferrer">corsair cx650m power supply I wanted to know if the gpu would work with the psu,  and if the gpu would work with the cpu without upgrading cpu to core i5 or i7.
