video has lines and blinks - system freezes
xps 720 runing windows vista. on boot up, little wavy lines develop on screen, system freezes. pressing ctrl alt delete leads to blinking on screen. wavy lines stay. wavy lines are there even in safe mode.

First thought is your video card is failing. Run the Dell diagnostics on it. At the Dell splash screen tap the F12 key access the diagnostics and run the video card test.
Also you can try removing and reinstalling the video card.
