xps 8700 powered usb charging port

Just received my new XPS 8700 and wanted to know how the "Powered USB Charging when system off" USB port on top of the machine worked. I plugged in an MP3 player into this port (leftmost port on top of case per instructions I think) while the computer was off, expecting my MP3 player to start charging - nothing happened.


Am I using the wrong port? Is my assumption of what this port is supposed to do incorrect?

The feature is enabled and disabled in Setup/bios on the Power page. My 8700 has it enabled for sleep state but disabled for the other power setting. That must be the default since I've never changed it. 

Tip-- keep tapping the F2 as soon as you reboot. Don't wait for any screen or you might miss it.

edit-- I tried it and it works in Sleep. It doesn't work in Hibernate or Off since that setting is not enabled.
