DELL OPTIPLEX 790 PROBLEM

so i powered on my dell optiplex 790, the power button is blue and numbers 1 & 3 on the font of the box is amber and stationary (not blinking). The pc is not booting at all.

any suggestions and assistance, will really be appreciated. Looking forward to your responce..
