DELL OPTIPLEX GX 260 orange light and internal hum

Hello, i own an old DELL OPTIPLEX GX 260 with XP HOME EDITION SP2 as OS.

Now it happens it doesn't boot anymore and also there is an orange light on power button and at the same time power supply always starts humming.

Do you know how to solve this issue ?

This system is known to have bad caps.  The LED on the motherboard DOES NOT indicate that power is good or that the motherboard is good.  It only indicates that 5VSB is available.

The power button on the front should be green.

If its blinking Amber the power supply is bad.

If its SOLID Amber the motherboard is bad.

The recall for the bad caps ended in 2008.

Maybe i am seeing things but is the radial electrolyte capacitor on bottom right faulty i.e. bulging

sorry but i think main problem is my DELL power supply is humming and at the same time my DELL is not starting so how can i solve it ?

Also i have an other small problem: when i open my DELL case, i cannot remove power supply unit. I tried to remove it all the ways but it seems unremovable.  So how do i open PSU box ?

Now i put some pics of my PSU:

Motherboard and power supply are likely bad.
Remove screws in back.

Disconnect the DC power cables from the system board and the drives.

Note the routing of the DC power cables underneath the tabs in the computer frame
 as you remove them from the system board and drives.
You must route these cables properly when you replace them to prevent their being pinched or crimped.
Press the release button located on the floor of the computer frame.

hi, the problem is i cannot remove power supply unit.   I mean, there is no way to remove it because i already tried to remove it by pressing green button to lift PSU up but it is useless because it is UNREMOVABLE like before.

Any suggests ?

You have to remove the screws and press the button in the FRONT and slide towards the front.

well, i was able to remove PSU this morning and secret was to slide little red rectangle 1 inch over power cable and push on wire mesh (power cable is attached to wire mesh).

Anyway, what do i have to do now ?  PSU is always humming when i plug in the power cable but it never starts so how can i repair it once i opened PSU ?

Power supplies are not user serviceable.   There is DEATH in there.

No advice will be given.

You will have to look closer at the latch to see if you push or pull to release the latch clip.

Similar to these P clips.

ok thanks but now, what about these white connectors ? I have no idea how to open them.....
