I need help with my Inspiron One 19inch

Hello I need some help my Inspiron One 19" would not turn on. I went to the forum and found that someone had the same problem. That person was told to replace the coin battery first, if that did not work replace the power supply. So I tried the advice the other person was given, but unfortunately my computer still does not work. Are there any other things I could try, like is there a surge protector, a fuse, a circuit breaker, a capacitor or a resister that protects the mother board from spikes? Please help.
