Inspiron 530, ATI Radeon HD 2600 XT, Windows 10, Sleep/Shutdown 2nd monitor issue

I'm looking for some tips to fix a problem with a dual monitor setup on Windows 10. The symptom is "no DVI-D signal detected by 2nd monitor after Sleep or Shutdown" - but everything works fine after a Restart. This behavior is consistent and repeatable. 

I've tried both "extend display" and "duplicate display" in Windows Settings and get the same result.

The new monitor (which does not detect a signal after a sleep/wake cycle) is on DVI-D port 2. It uses a basic/standard 3ft/1m cable.

The existing monitor (which as been working fine for years) is on DVI-D port 1. It uses a high/qualitiy  6ft/2m cable.  

I've reversed the monitors (exchanged DVI-D ports) but when I do that the new monitor giving me the headache flickers - I think it does not like the longer DVD-D cable.

I've got the latest BIOS and drivers available from Dell. Yes, I know, this is an old computer, but it otherwise works just fine! It has been very stable in other ways throughout its long lifetime as WinVista, Win7, and now Win10.

ATI Radeon HD 2600 XT

Monitor 1 (working) ViewSonic VX2235wm (Windows detects as "ViewSonic VX2235wm")

Monitor 2 (problem) NEC LCD223WXM (Windows detects as "Generic PnP Monitor")

Both monitors are set to their native 1680x1050 65kHz/60Hz refresh rates.

The 10 year old Inspiron 530 was never tested/validated for Windows 10 operating system or drivers. All monitors should function using standard 6' cables.

* Turn all off
* Disconnect both monitors from the Radeon HD 2600 video card
* Reconnect only the NEC LCD223WXM to the Radeon HD 2600 first DVI port using the standard 6' cable
* Turn the NEC LCD223WXM on, then the Inspiron 530. How does the NEC LCD223WXM look? Test using Sleep and then Restart

* Turn all off
* Connect the NEC LCD223WXM to the Radeon HD 2600 second DVI port using the standard 6' cable
* Turn the NEC LCD223WXM on, then the Inspiron 530. How does the NEC LCD223WXM look? Test using Sleep and then Restart

The reason is that the 2600xt needs legacy drivers. You must install DOTNET 2.0 3.5 from control panel then install the LEGACY driver for the 2nd monitor to work. You are currently using the VGA driver.

Speedstep,

Why do you believe I am running a generic VGA driver? My display properties for the video adapter shows this driver is the 'ATI Radeon HD 2600 XT' driver version 8.970.100.9001 from 1/13/2015.

Your link takes me to a Win8 driver from 10/15/2013 - older than my current driver!

What I am using was working fine until Microsoft broke Windows 10 dual monitor support on my Dell Inspiron 530 computer (OS was upgraded from WinVista, to Win7, subsequently upgraded to Win10).

In summary (proposed solution):

1. Microsoft broke my Dell OEM video driver support for dual monitors in KB4038788. A subsequent update in KB4040724 does not resolve this issue.

2. Symptom: After a Sleep or Shutdown dual monitors do not work. Only the primary monitor has a display.

3. A complete Windows Restart restores dual monitor functionality.

4. Alternatively, (after Sleep or Shutdown resume) pressing Ctrl+Shift+Win+B to reload the video driver will restore the second monitor.

Hopefully Microsoft will fix their video driver in an up-coming update. Otherwise I have committed "Ctrl+Shift+Win+B" to memory!!  :(

The Legacy driver is Catalyst Software Suite 13.1 1/21/2013

This is a directx 9/10 driver.

Display Driver ver. 8.97.100.7
OpenCL(tm) Driver 10.0.937.2
Catalyst Control Center 2012.1116.1514.27190

There is no Directx 11 or 12 functionality which is what 10 installs.

This is why the older LEGACY drivers are REQUIRED.

However Directx June 2010 as well as Legacy Support and DOTNET 2.0 3.5 must be re installed. This has to be done via Control Panel Add remove features to windows and you MUST BE ONLINE for this to work as it has to download the missing components.

You download Directx June 2010 and save into a folder.

You then run the program and extract to the folder.

You then Run DXSETUP.EXE as administrator.

If you don't want to install all the pieces of the puzzle then toss out the HD2XXX series card.

There will be no further support on this matter as there is nothing else to add.

There is no support for this from AMD or Dell or Microsoft due to the card being END of Life End of support.

You MUST install The Catalyst 13 drivers

You MUST install Directx June 2010

You MUST Install DOTNET 2.0 3.5 because the CCC (Catalyst Control Center) is a DOTNET application and therefore REQUIRES DOTNET 2.0

in control panel, all control panel items,  programs and features.

enable legacy directplay.

Install Directx June 2010 Patch.

Legacy audio APIs such as DirectSound, DirectShow, and the waveOutXxx functions enable applications to get and set the volume levels of audio streams.

This means there is a checkmark not a black square in the boxes.

The same issues exist with windows 7 or 8 or 10.

Downloading Directx june 2010 does not install it.  You have to extract the file into a folder and then run DXSETUP.EXE as administrator.
