It may to kind of hard to get a video card that meets the requirements for the game and only spend $50 - $70 and have it be an upgrade over the 9800 GT.  However, it could be done if you are comfortable getting a used card on ebay.  You will be limited by your 350 watt power supply though.  I would look to see if you can find an HD 5770 or HD 6770 (same card just an updated number).  This card meets the recommended requirement for the game.   The HD 5770 has been out for a couple of years so you will probably find these on ebay.

You might be able to find a 6670 in your price range, and as an added plus it will use less power  than the 9800GT.

The 7750 is around a hundred dollars, and is significantly more powerful than the 6670. This is my favorite: www.newegg.com/.../Product.aspx

Either one of these will work with your existing power supply.

Thanks for everyone's advice

I go with the Radeon 6670 1GB

http://www.newegg.com/Product/Product.aspx?Item=N82E16814125403 $50 after rebate..

It wasn't much a big upgrade from 9800GT.. but I wasn't play any big game like Skyrim. I just dont like my 9800GT which caused problem while i was gaming Diablo3. It constantly black out for 3 seconds, or freeze my game 3-4seconds, and the pop up a message like  "Display driver stopped responding and has recovered"
