no i did not install new memory

What model Inspiron?  On some Inspiron's four beeps means memory read/write error.  Did you instal new memory?

Can't find an Inspiron 1580 on the list.  Try reseating the memory if you can.  I'd give you a link to instructions, but since I can't find a 1580....

Found the manual for an Inspiron 580, but it has no information on beep codes.  What is the state of the power button when you press it?  Is it solid blue, blinking blue, solid amber blinking amber?

i have the same problem now and im pretty sure my ram is properly installed. And the power buttom is kind of yellow or orange

Please don't double-post the same problem.

For the Inspiron 580, 4-beeps:

1. Power off, unplug, and press/hold power button for ~15 sec.
2. Remove all RAM modules (how many do you have?) except the one in slot #1 which is the SECOND slot from the CPU.
3. Remove motherboard battery and press/hold power button for ~30 sec
4. Reinstall the battery (right-side-up!)
5. See if it boots with only mouse, monitor and keyboard connected
6. Swap all other RAM modules into slot 1 after doing #1 each time, to see if you can identify a bad module
7. If they all work in slot 1, repeat #1, install second module into slot 3, the one closest to CPU. Then do #3 - #5
8. Keep adding back RAM to remaining slots until all are reinstalled or you find a bad slot. Be sure to do #1, and #3- #5 each time you add more RAM
