Installing latest version of video driver on OptiPlex 7020s fails on Windows 10 x64 1511

When we try to install the latest version of the Intel video driver (20.19.15.4454 ,A03), which was released last week by Dell, we receive the following message:

This computer does not meet the minimum requirements for installing the software.

We are running Windows 10 Enterprise 1511 x64 on OptiPlex 7020 small-form factor machines.  The rror appears on all machines of this type when trying to install the driver.

We really need to get this video driver because we've had severe video problems on these machines when Windows 10 is used.

The latest version of the driver that we can currently get is 10.18.15.4279, which was released 8/24/2015.

Is the driver corrupt?
