Need help. Booting failed at checkpoint 19

Need help.  My computer fail to boot up, and after many attempts, it was successful.  It is showing the message "Previous attempts at booting this system have failed at checkpoint 19. "  What error is checkpoint 19?  what is faulty? power supply? 

I have a Inspiron desktop 620s, with Windows 7, Intel core i3.

19: Memory Refresh started. Memory Refresh test to be done next.

Sounds like a RAM error. You might power off, unplug and press/hold power button for ~15 sec. Then carefully reseat RAM modules in their slots. When that's done, close the case and reboot, and press F12. Go to Utilities partition from the F12 menu and run the memory tests. Copy down any error messages.

Hi Penny800,

In addition to the steps mentioned by our esteemed Rockstar Ron, please remove all external peripherals connected to the computer. Continously tap F2 and enter the System Setup/BIOS screen. Once in the System Setup screen, press F9 to Load Defaults and then F10 to Save & Exit. Do you still see the error message?
