Optiplex 780 Mini Tower RAM Upgrade Not Working
I have an Optiplex 780 Mini Tower which currently has 4GB RAM (2GBx2 DDR3-1066MHz PC3-10600). I recently decided to upgrade to 16GB (8GBx2 DDR3-1600MHz PC3-12800). When I remove the current RAM and insert the new RAM into the same slots, on plugging the power back in I get a 1-3-2 beep code (DIMMs not being properly identified or used). When I put the old RAM back in, it boots without issue.
So far I've upgraded the BIOS from A03 to A14 and unseated the CMOS battery. Neither have worked. Any thoughts?

Maximum Memory: 16GB
Slots: 4
You CANNOT USE 8 Gig Dimm's

SpeedStep is correct. 8GB 1600MHz Dimms are not a validated configuration for the Optiplex 780. While a 1600MHz module should down clock, 1066MHz or 1333MHz Non-ECC Memory modules up to 4GB are recommended . Here is a link to the Technical guide book for this system. Page 9 has a great list of supported memory module configurations for this system.
MEMORY
Memory modules should be installed in pairs of matched memory size, speed, and technology. If the memory modules are not installed in matched pairs, a slight reduction in performance may occur.
NOTE: This system supports both 1066MHz and 1333MHz DDR3 memory, however the memory will operate at 1066MHz speed due to chipset specifications.
