Optiplex 790 PCI Serial Port Driver Missing after Windows 10 Upgrade

Hi, 

I recently acquired an Optiplex 790 with an i5 2400 3.1GHz processor, 8GB of ram, a PNY 125GB SSD. and a Hitachi 1TB HDD. 

I installed a clean copy of windows 10 on it and all went well except the PCIe Slots wouldn't recognize my TV tuner card. 

After a looking into it I found the that the PCI Serial Port driver is missing and that this may be the most likely cause of my issue. 

To fix it I took the following steps:

1. Downloaded and intstalled the latest chipset drivers from the DELL website. These drivers are labelled for windows 10 use 

2. Down loaded this driver DRVR_WIN_R296702.EXE for the foxconn PCIe add in card driver.

3. Reinstalled windows 10 to see if the drivers would automatically update. 

Unfortunately none of that worked, the only other option i see is to possibly run the fox conn driver install in compatibility mode, but I worry that it won't work. 

Another possiblity is to install windows 7 install all the needed drivers, then install windows 10 over top to see if that fixes it. Or leave widows 7 as is. 

Has anyone else experienced this problem and resolved it? If so how? 

Has anyone been able to upgrade fully without issue?

That driver is not foxconn.

It is also likely that you need to install CHIPSET drivers before PCI or PCI-E devices are "seen". Note that WT64 is WINDOWS 10

OK, so to make sure that i understand correctly and ensure you have all the details,

I have installed the latest chipset driver from intel, however, that did not fix the issue with recognizing the PCIe slots or the cards in them.

However, it would appear that the driver that you are giving me a link to ( SUN1999Driver V8.2.0.0 (WHQL) with inf - 20151208) should be able to fix the PCI serial port issue and hopefully allow my PCIe slots to be active again?

Is this correct?

Windows 8 and 10 will NOT LOAD Drivers or hardware etc if the drivers do not have WHQL signatures.

The only other way is to disable signature enforcement (NOT RECOMMENDED).

Ok makes sense. I did install the chipset drivers and the intel management engine drivers along with the SUN1999Driver V8.2.0.0 (WHQL) with inf - 20151208 driver last night.

The error regarding the PCI Serial Port driver is now gone, however, the PCIe ports are still not recognizing the TV card.

A little history, this TV capture card worked with a previous install on windows 10, in an amd based system, with no issues. I know that the windows 10 will allow this card to run based on that, but i first have to get it recognized by the computer.

That said I do appreciate the help and will try the other 2 drivers you have listed tonight and report back tomorrow.

I am getting a little confused here, like I mention before, Performed a clean install of windows 10 on a previous amd base machine and the card (after a little fiddling with drivers worked)

these extra steps that you are pointing out, though possbily valid, where not required in my previous install.

Why are these steps suddenly required now when they weren't before and it worked in the other system but now it doesn't?

There are 27 different reasons for why a TV card doesnt work.   There are 36,572 different vendors and models of cards.  No such thing as one driver for all cards all vendors always forever.


Windows XP is Directx 9, Vista is directx 10, win 7 is directx 11

win 8 is directx 11.1   win10 is directx 12.

Legacy Direct play and Directx patch JUNE 2010 must be manually installed.

Windows 10 removes all directx AS WELL AS media and video capture and scanner and and and and.

There isnt a  1 minute sound byte step to put everything back.

And you better get Windows Essentials 2012 (Wave 5) full install by Jan 2017 OR ITS GONE FOREVER.

The same restrictions as for other drivers apply as far as WHQL being required.

Windows Live Essentials on Windows XP (v. 2009) or Vista (v. 2011). On any later version of Windows, you should use Windows Essentials 2012.

BEFORE installing this driver.  You also have to add the feature back for Legacy Direct Play from control Panel.  If you do all the right things in the right order it will work.  Control Panel, All Control Panel Items,  Programs and Features, Turn windows features on and Off,

Then do the check boxes.  You MUST BE online when you do this because it will whine about not finding the features and needing to download them from windows update.

One last thought, i do have the driver from windows 7, according to windows, it should work when run in compatibility mode which is what I have been doing. Like I have been saying, it previously worked in a windows 10 clean install without the extra steps.

What bothers me the most is there is no mention of the card in Device Manager. The computer doesn't even "see" that there is something in the slot.

Given that it worked in the previous clean install, and that the computer doesn't even seem to know there is a card installed, is why I believe its a driver/hardware issue.......

so, I can confirm that my PCIe slots work. I was able to install a PCIe graphics card and it was recognized and automatically installed. Still though, there is no mention of the tv tuner in the device manager either under hidden devices nor any unknown. I am thinking that at this junction, the card itself maybe dead.

I will have to fire up another system to check it and see. I may just buy another compatible card which would solve this whole mess anyway.....

So what you are getting at is a card like the AVERMEDIA HD DUET 188 B which has the short or small PCI-E interface may or may not work with the slots that are in the dell mother board? Please see the picture below for reference of the cards actual picture configuration. 

Well thats peachy. Before i bought the machine I did some research and from what i could tell it would work in the longer slot. I guess i was wrong

When talking about drivers  windows 7, 8, 10 has WHQL Driver signature enforcement.   Translation.  You not certified you not load EVER.

PCI-E 1.0 cards DO NOT ENUMERATE in PCI-E 2.0 2.1 3.0 bus.

This is a forward comparability issue.

Conventional PCI 2.2 and 2.3 also have a problem when UNIVERSAL cards are not used.

Fitting into the slot is not a guarantee of EVER working.

Intel Chipsets with PCI 2.0 and 2.1 slots support 5v cards.

Later 2.2 and 2.3 chipsets ONLY support UNIVERSAL and 3.3v cards.  So unless a PCI card has 2 Keyways it will not ever work.

That card is PCI-E   and only works in X1 slot which on that board is the shortest slot. 


But there is a further compatability issue with the card being PCI-E 1.0 specfication. The card is from 2006- 2009 era and is 6 to 10 years old now.  It is no longer manufactured. Worse the Directx 9, 10,  11 files are removed from windows 8.1 and 10 so the API interface is removed.   Furthermore Windows Media Player and DVD codecs and Windows Movie Maker are also REMOVED.

Windows Live Essentials and Directx and other features started dropping from windows as early as WIN2000.

Windows Essentials 2012 delivers a set of consumer desktop applications. All of these features are END OF LIFE END OF SUPPORT IN JAN 2017.

Here Are the Features Windows 10 Will Remove When You Upgrade
Alongside the announcement about the July 29 launch of Windows 10, Microsoft vaguely says which features from previous Windows versions it will remove or deprecate when you upgrade.

They dont even mention the direct play legacy components removed because they started deleting them as early as WIN2000/XP.

Directx 5,6,7,8,9

Directx 10 was vista

Directx 11 is WIN7

Directx 11.1 is WIN8

Directx 12 is WIN10


Windows Media Center, for example and other issues.

Here’s the rundown of deprecated functionality.

Windows Media Center. Microsoft announced that it had killed Media Center and would not support it in Windows 10.

 If you have Windows 7 Home Premium, Windows 7 Professional, Windows 7 Ultimate, Windows 8 Pro with Media Center, or Windows 8.1 Pro with Media Center and you install Windows 10, Windows Media Center will be removed.  This element is REQUIRED to run your specific TV tuner card.

DVD playback. “Watching DVDs requires separate playback software,” Microsoft notes. Existing DVD playback software will NOT continue running. Microsoft says it is “providing a free DVD playback app in Windows 10 for Windows Media Center users.”

Desktop gadgets. Windows 7 desktop gadgets—a weird holdover from Windows Vista—will be removed when you upgrade to Windows 10.

Preinstalled games. The games that come pre-installed on Windows 7
(like Solitaire, Minesweeper, and Hearts) will be removed when you upgrade to Windows 10 upgrade.
















New versions of Solitaire and Minesweeper
(called the Microsoft Solitaire Collection and Microsoft Minesweeper, respectively) are available in Windows 10 instead.

Floppy drive support. If you have a USB floppy drive, you will need to download the latest driver from Windows Update or from the hardware maker’s web site to use it with Windows 10.

Windows Live Essentials (Windows Essentials). Essentials will be unsuported Jan 2017 The OneDrive application that came with Essentials will be removed and will be replaced with the “in-box version of OneDrive,” meaning the sync application.


Windows Updates. This is the most interesting one. In previous Windows versions,you could control how updates were installed. But those with Windows 10 Home will have updates from Windows Update made available automatically.  Only Windows 10 Pro and Windows 10 Enterprise users will be able to defer updates.

Hi,

That card and the Dell 790 are the same era - around 2011 - and the card should work ok in any PCIe slot - it doesn't have to be a 1x.

Are you on the latest Dell BIOS? It often fixes lots of bugs like this inc. memory compatibility and other fun things.

Most of my research has shown that should be the case. However, after updating the bios, and all the drivers I had no luck.

I don't know if you read the rest of this post, but the most annoying part is the card was functional in a previous build (using amd components) that ran on windows 10.

At this point i have pretty much given up on this dell as, even with speedstep reasoning sound though it may be, I don't believe it will work for whatever reason.

Yea I saw that recently as well. Either way this whole ordeal has inspired me to build a whole other system new TV card and all and see how that works.

Looking at that specific card there are reports of it not being recognized or disappearing after a number of boots so it looks like its known for being a bit flaky - it works with some systems and it happens not with the Dell. So its less of a Dell issue but more that of the card being poorly implemented.
