XPS 9100 CPU fan is suddenly running at high speed all the time

I noticed yesterday that my CPU fan was constantly running at a high speed.  I opened the case, saw there was dust in the fan unit, so I removed it and cleaned it.  That seemed to fix the problem.  However, it is again running at a high speed a large percentage of the time, even when the computer is not being used.  I fear some other problem. Task manager is indicating around 63% CPU usage pretty much all the time.

Any suggestions?

Please update the BIOS and video drivers first from support.euro.dell.com . observe the machine for any promising changes.

Also go to msconfig , uncheck the applications which you don't want to run from services and also from the startup options.

Please run diagnostics and let us know how it goes.

Is the machine overheating? How is the system performance?
