I am unable to know what to do that again could boot my system. What to do in this case?  Its Dell 780 optiplex.

Replace BIOS CMOS battery.

Reset BIOS to defaults: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

Test RAM - Test with Memtest86+ for 5-6 passes or overnight.

replaced BIOS CMOS battery and reset BIOS to default (not giving checkpoint error now) but when Diagnostic or choosing any other option in F12 it not doing anything just as its hang on that point. Now how to install window again? (I was using window 10 before but i think your suggested Test RAM - Test with Memtest86+ is for window 7). Can i test my RAM or diagnostic RAM in other PC?

Memtest requires bootable media.  Your hard drive is dead so its hanging on boot.

Are you sure the "default" BIOS settings are the right ones for your actual hardware?

Reboot and immediately press F2 to open BIOS setup.

Make sure the SATA Operation option is set to RAID Autodetect / AHCI.  And confirm that the boot hard drive is first in the Boot Sequence.

Be sure to save the changes before exiting setup.

Is it worth the costs to replace CPU and motherboard on this older system?

Check out something new...

Replace for the cost of windows.  Home windows is $119 and Pro Windows is $249 retail.  These systems cost less than having a tech come over and fix it.
