low memory error during boot

Windows NT has found only 0K of low memory.  512K of low memory is required to run Windows NT.  You may need to upgrade your computer or run a configuration program provided by the manufacturer.

Backstory would be helpful.  What model, how much physical RAM?  Does BIOS see the RAM?  Does a DOS boot floppy see it?  Dells won't boot with 'zero' RAM installed.  Either something is filling it, or WNT isn't seeing it.
