Can a partner subscription be paid with training units?
I'm wondering if the yearly training subscription that gives you full access to all eLearning and ILT as well as 3 video courses can be paid with training units?

I think your most likely place to get an answer to that question (aside from calling the EMC Education folks) would be to go to the Proven Professional Community on ECN here and see if one of them can find you an answer.
If you haven't been there before, it's easy to get to. Just click on "ECN" at the root of the "breadcrumbs" under your profile info at the top left of the screen. From there choose Communities and you should see the option for the Proven Professional Community.

Sorry, that's "Connect" from the main ECN page, not "Communities". "Connect" takes you to the Communities *lol*
