Blue Screen Error Inspiron B130

Hi, I am experiencing some difficulty starting up Windows XP.  This is the error that pops up: 0x0000007E

I have gone into BIOS and run some tests on the hard drive and memory and everything seems to be okay? I have tried several times to reboot and nothing happens.  I also tried my XP install disc and it seems not want to boot of thast either.

 

Any suggestions?
