Dell 1749 i5 540m - no turbo boost

 Hi , I was wondering is there a gadget for turbo boost monitoring  and found a answer pretty easy at intel web , but the thing dosent want to run it say , that i need to enable my turbo boost technology , which i checked at BIOS but nothing . After short search i found processor utility which tells you what do you have under the hood ,

and the thing says that there no turbo boost enabled for my processor , my question is is it possible ( isnt it enabled by the manufacturer ? ) not to be enabled and if yes how to do so or even worse not to have this technology?

I am confused , did I bought just some core duo @ 2.53ghz?
