Dell Data Protection Encryption cannot start or configure... logged in as administrator

Hello, We recently purchased some laptops from Dell and I am attempting to configure the Dell Data Protection Encryption on them. However when I go to start the application I received the message, "You must have administrator rights to configure Dell Data Protection Encryption".

 

I am logged on as the local administrator of the machine. However, this machine is part of a domain which receives several security related policies from a Microsoft domain controller.

I need to know the specific rights that are needed by the Dell Data Protection Encryption application, so that I can correctly configure the security policy that is preventing it from running on this machine. "administrator rights" is not sufficient in this case, as it is still not working.

Sorry they are Dell Latitude e6500 with 64-bit Windows 7
