Dell Inspiron 1525 not booting- flashing lock-9
I've Dell Inspiron 1525. But its not booting up / starting up
When i press Fn + Power button,
it's flashing lock with number line. I've three lock button on top
1st lock flashing with number-9
2nd lock light is ON, not flashing
3rd lock light is OFF
I found the belwo link but it doesn't have above combination?
Does any one has any idea on that???

The only solution i have found is to remove the battery, then remove both (if there is 2) sticks of memory then replace one in the opposite slot. Plug in the power adapter and try restarting. That worked for me, once it started i checked for updates and then turned it off and replaced the second stick of memory and then the battery and while unplugged restarted again.
This is the second time i have gotten this fault, and no-one seems to know what it is. It seems to be some kind of error with the system state but i cannot find a reason as to why that is. But as long as my solution works i don't mind too much.
