Dell Tech Concierge

Recently I had to refresh Windows 8.1 to solve some download problems I was having because of an incorrect update offered by Windows Update in August 2014.  That update prevented Widows Installer from installing any software.  Refreshing the system solved that problem but created another one.

I have a yearly subscription to Dell Tech Concierge.  However, Dell Tech Concierge is one of the apps removed while refreshing my PC. Now I can't figure out how to reinstall the Concierge software.  What's the solution to this issue?  I'd really appreciate it if someone can offer some suggestions.  Thank you.
