HELP ACTIVATE FINGERPRINT SCANNER ON LATITUDE E6400

Please someone Help me, i have downloaded and installed the Dell Control POint Security Manage, yet when i load DCP i am told the finger print scanner is not activated. Does it mean the fingerprint scanner is not on the system? But this is a driver Windows7 asked me to download. Please somebody help
