Hard disk replaced by Dell Service centre without recovery option

My Dell Inspiration 5110 Laptop's hard disk was replaced by Dells authorized service center (Redington, Bahrain). Now I am without any recovery cd or recovery option. My system is a come with original windows 7. On speaking to the customer service executive of Dell, it is told that they cant do anything. Please tell whom to be contacted in this regard? There is no contact information in the website. I am from Bahrain, when I choose support center it leads me back to the customer care executive (as I am not from US). Please guide what to do to get my original windows back?
