STOP 7B happens because you did not load F6 mass storage drivers.

You are better to install XP as a virtual machine. Windows 7 professional has XP mode but VMware player performs better.

This guide needs updated (the videos have no audio):

http://dellwindowsreinstallationguide.com/virtualisation-of-obsolete-windows-operating-systems-to-run-legacy-programs-and-specialist-hardware/vmware-player-windows-98se/

I demonstrate installation of Windows 98SE in VMWare Player. I then demonstrate connecting a serial port to the host computer  (Windows 7) and setting up VMWare to take control of the serial port. The Scientific instrument can then be controlled under the software in Windows 98SE.

You have an application that you need to run in Windows XP. My suggestion is to install Windows XP in a Virtual Machine using VMware Player. This essentially allows you to install Windows XP as a program in Windows 7 or Windows 8.1 called a virtual machine. You can use the virtual machine to install and run your legacy XP program. You can also let the virtual machine take control of the serial ports and USB ports in case you need the legacy software to control hardware.

There are multiple advantages in doing things this way then a direct install. XP has reached end of life so there will be no new XP drivers for new hardware. Dell will not provide XP drivers for any newer models. Neither will Intel. Essentially you won't be able to install Windows XP or at best will get partial performance. VMware prescribes virtual hardware and so the virtual machine has drivers and works perfectly. The second reason is that you simply lose the advantage of having modern hardware by installing Windows XP, especially if you have more than 4 GB of RAM. The third reason is security. With a VM machine the security is taken care by your Windows 7 or Windows 8.1 host provided that you disable any network connections for Windows XP. Windows 7 or Windows 8.1 with adequate security will scan the files before you copy them to the Virtual machine.

VMware player can be downloaded here:

https://my.vmware.com/web/vmware/downloads

Simply install it and select create new virtual machine. Follow the setup and install Windows XP.

My guide as mentioned needs updated and is for Windows 98SE, I will make one for Windows XP also.

You need a WWAN card that's compatible with your service provider's network - by itself, the SIM slot cannot be used.

If you do have the WWAN card, once the driver is installed, the SIM card can then be used on the network you subscribe to.
