How to force validate that the fans work?

I would like to make sure fans are working (Dell Precision M90) without getting a heat lamp to get the environment in condition to turn them on.  Is there anyway to do this?

I ask because my XPS M1710 had one of the fans die without me realizing it and the graphics card fried because of it - would like to avoid that at all costs.  I just got two old M90's from my work to combine into one working machine.  Aside from dedusting the fans, would like to ensure functionality.

I still have both opened up and taken apart and thought there might be a means to do so at a hardware level.  The software, as far as I have used in the past, is only to monitor the current speed.  Unless I bring in a heat lamp or stress test the laptop, one or both fans will be idle - thus software will not register functionality.  If I am wrong, I apologize for making assumptions.
