LAPTOP LATITUDE E6430 not booting UP just goes into System Recovery.

Hello, I have a Associate that has the following issue:

LAPTOP  LATITUDE E6430 not booting UP just goes into System Recovery.

They said that they lost power, and the PC shut down, and when they tryed to start it back up, it went into a System Recovery.
.  Regardless of what we Tryed, the LAPTOP would not booting UP into Windows .
.  Tryed to start in Safe mode t went into a System Recovery. , Tryed to start in LKGC., same thing.

Ran Diagnostics, but : No Problems have been found >> we choosed option to not run the memory Test.

I suspects that the Hard drive may have failed,but not sure.  Should they Replace the HDD? or not.
