Latitiude E6400 - Fans running full blast when idle

I have an E6400 with 2.8Ghz C2D, 4Gb RAM, Nvidia Quadro GPU.  When running on the docking station, I use dual monitor setup.

I have a problem much like others are seeing on this laptop, the fans kick in and don't quit until I reboot.  I've tried turning off the dual monitor setup, but it still happens.

I ran a temp monitor app and noticed the GPU is running 20 degrees hotter than the CPU cores.  This tells me there's an issue with the GPU or it's cooling method.

My drivers and BIOS are all up to date.
