Restore Inspiron Mini 1012 to Factory Settings

I tried following instructions posted on the Dell site to no avail.  I got this computer as a hand-me-down and it is filled with junk including a most likely illegal version of Win 7 Ultimate. Trying to do a system repair at boot does not provide an option to restore settings. I saw on another post that a Win 7 Starter disk is needed. How does one acquire that?
