I suggest you to check if the Webcam is detected in the Device Manager:
Steps to navigate to device manager:
If the webcam is detected in Device Manager under Imaging Devices, I would suggest downloading the webcam central from the below mentioned link:
Click the link and follow the onscreen instructions to download the Webcam Central Software.
If issue persists, the camera needs to be tested using the Dell Diagnostics.
