You should probably install windows via CD/DVD. Refer to the guides for Windows 7 below for instructions, it will tell you how you can download a Windows 7 .iso file (requires a fast connection) and it will need phone activation. Follow the order of the guide for best results.

If you have used a CD/DVD to reinstall windows already it is likely that the factory setting has been removed.

Ah okay then you will need to use another computer to download the latest standalone service packs, the drivers from the Dell Drivers and Downloads Page, Dell Support Centre and possibily pre-installed Software from "My Dell Downloads".

Since it is an XPS-17 I will assume its Windows 7 64 bit and I will refer you to the guide I wrote here. It will take you through every step to get your computer fully functional. The guide is long but its only because I have went into alot of detail. You should follow the order of the guide for best results.

Sorry what is the error you are experiencing? Is windows working as it should, or is there something missing? You still won't be able to go to factory settings but the clean install of windows should make your laptop fully functional and should be in a similar state to the factory settings.

Ah okay. McAfee can be obtained in My Dell Downloads (other preinstalled software may be found here). If you bought Office 2010 you may download the trial from Microsoft and instead use the product key provided with your system to unlock the full version. Office starter cannot be downloaded however.

Is it just the Office 2010 starter (or full version), anything else missing? Follow the instructions here for installing Office Starter (found these elsewhere I was under the impress it could not be installed manually, but seems like it can, I can't say personally as I have never tried).

Online install (PC with internet connection ).
Just download et launch the file named "SetupConsumerC2ROLW.exe".
The file is different for each language.
37 languages available.
See here for complete list : http://forums.mydigitallife.info/threads/21441-Office-2010-Starter?p=449362&viewfull=1#post449362

Offline install.
Before launch "SetupConsumerC2ROLW.exe", you need to download all the files necessary during install.
For detail how to obtain the list of files, see the first post (http://forums.mydigitallife.info/threads/21441-Office-2010-Starter).

The rest as I said should be in My Dell Downloads (ensure that you use the 32 bit Internet Explorer with this service) and save the downloaded files on an external hard drive (it only allows you to download 3 times). Dell Stage Software can be obtained here aswell as the McAfee (although I would recommend you use the free Microsoft Essentials and Malwarebytes' Antimalware instead).

Click the links to get Dell Support Centre, Dell Webcam Centre, Dell Dock

If you have anything else missing say what it is and I might be able to assist further.

I just verified that the install for Office 2010 starter works. I added the download links here. You don't need the offline installer I mentioned in the earlier post.
