It would shock me if you didn't have to rebuild your image from scratch using your 1709 ISO. I have never heard of you being able to use an upgrade in that way.

Upon the Sysprep failure, if you will you please gather, zip and email the logs mentioned below to your regional Dell OS Imaging Support location.
