Dell 7459 32GB SSD as.generic drive
I have 7459 2years ago and now it boots so slow .
I want to change the M2 SSD drive, however I don't know how to change it from cache drive to generic drive.
I did disable the Intel smart system but cannot.boot the system at all.

Reboot and immediately press F2 to open BIOS setup. Look for the SATA Mode option If it's set to RAID and AHCI is an option, select AHCI. Save the change -if any- and exit setup. Does it boot now?
If not, put AHCI back to RAID and re-enable the SSD to see if you can get PC to boot.
You may end of having to reinstall Windows on the HDD so I hope your files are backed up on external media.
The 32-GB drive is kinda small to be useful for very much...

it didnt work, however as from your advice, I plan to replace the original 1T HDD to 2T SSD and updrage the capacity of RAM from 8Gb to 16Gb

Then you should remove the 32-GB SSD and do a clean install of Win 10 build 1809 on the new SSD using the ISO file you download for free from the Microsoft site to create a bootable USB stick.
You want to might go with a smaller SSD for the OS and your apps and keep the 1T HDD for storage, which should save you some money.
Whichever way you go, disconnect the 1T HDD while installing the OS on the new SSD. Once you reconnect the 1T, copy your personal files over to external media and then reformat the 1T to delete the OS and apps files. Then copy your personal files back onto the 1T and set up Windows to store data files on the 1T HDD.
