Dell inspiron 3847 4K 60 fps

I recently bought a mini rtx 2070 super.Dont ask me why i decided to upgrade such a crap pc.I want to play at 4k 60 fps but i am getting a fat 30 fps bottleneck.Whats the best i can do to my Inspiron to achieve 4K60?Upgrade ram? Get an i7 4770k?i currently have an i3-4150.
