Dell inspiron one 19 desktop all in one

I am facing issues of desktop not getting power on 

Power supply is ok. I have got it inspected at few places and they tell there is issue with motherboard and this has to be replaced. Prosuct is out of waaranty. I want to know what would be the cost of new motherboard for this model and whether the problem get resolved in replacing same.
