Inspiron 23 5348 AIO, installing OS from USB
I have Dell Inspiron 23 5348 AIO. I have replaced with new HDD and need to install OS. It had come with Windows 8.1 but was upgraded to Windows10.
I have tried to download Dell OS Recovery Tool, but no luck. I inserted 32GB USB and turn on Dell, but it says no bootable device; press F1 or F2 or F5 for respective functions. I have also run diagnostics and every thing have checked out OK. Any suggestions will be appreciated.
I would like detailed instructions, since I am not that computer savvy!

You're better off creating a bootable USB stick with the latest version of Win 10 (v2004) directly from Microsoft by following instructions on that site.
Once you have that bootable USB, plug it into the PC when the power is off. Then power on and start tapping F12 when you see the Dell splash screen. When the F12 menu opens, look for option to boot from USB and follow the prompts to install Win 10 v2004.

I have replied you before, but am not sure you are getting my reply.
I did download windows 10 from microsoft website, as you suggested, on my Mac Pro computer. But I am unable to copy on USB so that I can install on my Dell Inspiron, any other suggestion will be appreciated.

Not sure I understand... Are you saying you can't copy the file downloaded on the Mac on to a USB stick? Or the file you created won't work on the PC?
You need to format the USB stick on the Mac as FAT32 for Windows. But I don't know if the file you download from Microsoft on a Mac is the same as a file you'd download on a PC. And once the download is saved on the Mac, you actually have to run the app and tell it to save the Win 10 installation files on that FAT32 USB stick.
Can you get somebody with a Windows PC to create the USB stick for you, to avoid any issues doing it on the Mac?
