Inspiron 27-7775 AIO, Loading Windows onto a SSD

I recently added a new NVME Samsung SSD into my Inspiron 27-7775 AIO, it is joining the 1TB 5400 slow hard drive.  But when trying to load windows (i have it on a USB), i cannot get it to boot from the usb drive to load onto my new SSD.  I followed the notes in the Dell Manuals, but no luck, it keeps booting from the 1TB drive into windows.  Do i need to remove the 1TB hard drive load onto the SSD, then put the regular hard drive back in?
