Inspiron 3656, stuck on boot loop

I've had this computer for a while so the warranty has run out.

Every time I try to boot the computer up, it shows the Dell logo, then automatically restarts only to continue that same loop. I don't know what exactly to do to fix this?

Power on and watch the power button. If it blinks amber, count the blinks.  The blinks may come in 2 groups, so be sure to keep track of any short pauses between blinks which signal the start of the next group. The blink code may help you troubleshoot the issue.

Also, reboot and immediately press F12. Look for the option to run the Diagnostics. Run all of them, including RAM and hard drive.  Copy error message(s), if any.

When was last time you replaced the motherboard battery?

If the problem still exists after holding the function key and Windows key while the computer is booting, then you can try following solutions:

1. Perform a hard reset

2. Run clean boot troubleshooting

3. Reset the operating system

Have you run pre-boot diagnostics of your system to troubleshoot the issue?

That may help.

There are no fixes for physically bad hard drives.

You have to buy a new drive and reinstall windows.
