Inspiron 620 Won't Load Windows (Again)
Back in January I had an issue which I thought I was done with, but it has returned, and it's more stubborn than ever. The system won't load Windows. It goes through POST with no errors, brings up the Windows logo but hangs before the dots start rotating.
I've done, and redone, all the things suggested from that earlier issue. Nothing I've done so far gets Windows to load. In the interim, while the system was working, I ran the Dell SupportAssist Hardware Checkup and the Diagnostics from the F12 Boot Menu. No issues were reported in either. I also ran a couple of system images which I've got on a portable HDD.
My current situation is like before. After the computer successfully completes POST, it goes to the Windows logo, but hangs prior to the rotating dots. It exhibits the same behavior when I try to Boot into Recovery from a DVD or a USB. I even created a Bootable Windows USB using the Microsoft Media Creation Tool, and it hangs the same way. Is there any way to boot directly from a system image without going into Recovery Mode first?
Anybody got any ideas of how I might get into Recovery to Reset or Reinstall Windows? Any suggestions will be appreciated.

To the best of my knowledge, they have never been changed from the defaults that it came with.
Remove everything that's not essential to boot the PC. OK, I unplugged the Optical Drive and removed both PCI cards, wireless and ethernet. I powered it on and and selected to boot from Win10 USB. I got the Windows logo, and rotating dots. This was the first time I'd seen rotating dots, but after a few seconds, the dots slowed down and stopped. Machine just hung there.
I see that MotherBoards for this machine run $20 - $40 from ebay. In your opinion, is it likely, or no, that a new MoBo would solve the problem?

I suggested you disable the card reader to narrow down possible causes of the Error Code: 0xc000000f.
You might also want to disable these in BIOS setup to see if you can eliminate them as possible causes for the hang:
And remove the RAM module from slot 2, leaving only the one closest to the CPU too.
Don't reset BIOS after making these changes because the default settings will enable most of them.
Hard to know if a new motherboard will fix this. Since you see the Windows logo now with spinning dots, that implies the system successfully completed the POST and handed control over to Windows. So the hang might be entirely software.
Do you have a bootable CD or DVD like a Dell XP or Win 7 installation disk? You might try booting from that and see if it hangs, even if it's just an old DOS disk with no apps on it...
And I suppose it's possible some recent Microsoft update made Win 10 no longer compatible with this system...??
