Maybe it's throttled because of overheating, even though the model has a good thermal system. Maybe you can try to remove dust from the fans by cleaning it (let some air blow in the vents).
It is Power Limit Throttling. It happens when the GPU is pulling too much power and so the CPU throttles down to keep performance stable.
Well i couldn't remove power limit throttling completely but now the CPU frequency is constant around 2.54Ghz. You will have to undervolt both CPU and GPU. To undervolt CPU, i used Intel XTU and for GPU i used MSI Afterburner.

I dont think overheating is the problems because CPU never gets >65 C
