Can't Contact Dell Call Center Because Contact Isn't Available
Title says it. Images shows it.
There isn't any click-able link to the Call Us option; nor, as shown, is there any contact number.
How do I get in contact then?

From what it looks like the laptop was previously owned by some company???
Maybe you need to Login to TechDirect for support???

I'm not sure. I've bought it off from a local classifieds.
As for the webpage you posted: been there; however, the listed contact number doesn't work.

Be aware that Tech Direct is not Dell. This forum is for free out of warranty support. Post your problem here and another user or moderator will help. There is no Dell Call Center. Dell does provide out of warranty service for a fee but try the forum first for free. Also don't use any computer support service on the internet or found on Google. Those are not Dell and could stick you with a big bill or take over your computer.
edit- Some of those Google links posted in the last answer are fake. A real Dell web site will have Dell.com in the address.

So then it seems that who ever you purchased it from used "Tech Direct" as technical support.
Since you purchased it from a local "Classifieds" ad I would wipe the drive and install a fresh OS.
If you have a problem that we can help with please post it.
