Dell Data Manager High CPU Usage

My Windows 10 Inspiron laptop is running very slow.  When viewing Task Manager I noticed that Dell Data Manager is using ~70% CPU consistently.  What is this service and can it be disabled without affecting the system's operation and/or performance?

With Dell's help, they disabled the System Repair option in the Dell Support Assist app, the Dell Data Manager usage went back to less than 5% and the CPU usage is now back to normal.

Did they re-enable the option afterwards or have they left it permanently disabled?

I have a similar problem on a Dell XPS 13 2-in-1 (9365) and would like to know the cause.  What is the result of disabling system repair - does that then cause problem if you need to use the feature?

Same concern as NellieC here. Must have some use. I don't think it's "bloatware". With me though on my Inspiron netbook it needs all the CPU it can get too. CPU hovers around 90% for quite a few minutes before returning to normal unused level.

This system is out of warranty and I am unlikely to use this system repair option.  I have left it permanently disabled.
