Dell Inspiron 17R SE 7720 Laptop + Windows 10 Version 1903 + 0xc1900101-0x30018 Error Installing

I am at my wits end with the Windows 10 version 1903 Update. I am currently running Windows 10 version 1803. The last update of Windows 10 version 1809 would not install and now the current update of Windows 10 version 1903 will not install. I have two identical Dell Inspiron 17R SE 7720 laptop computers and the Windows 10 version 1903 bombs on both of them at installation 60%, with error message 0xc1900101 - 0x30018. I now have over 100 hours of time trying to install the Windows 10 update to version 1903 and I have tried every trick on the web with no success. Current BIOS A17, every driver on the laptops and equipment connected updated to current version, everything disconnected from both laptops, with all apps shut down, virus protection shut down and installing from ISO file on DVD, it still stops install at 60% with error message 0xc1900101 - 0x30018 (Windows could not configure one or more system components. To install windows, restart the computer and then restart the installation). Needless to say the restart does not work either. Contacted Dell to see if there was a problem with the Dell Inspiron 17R SE 7720 Laptop and Windows 10 version 1903, their response was that if I pay $249 to them for a service fee (one year of service), we will get Windows 10 version 1903 to install on your computers. This would be my last resort, because I think they would end up doing a fresh clean install, which is what I am trying to avoid (it would take me about a month to get the two laptops back to where they are now with all the programs that would have to be installed and updated, plus all the settings that would have to be configured). Any solutions for this problem would be greatly appreciated and I would not mind paying a reasonable fee to any company or person who has found a solution to this problem

******   FINALLY FIXED    ******    ALL ERRORS GONE    ******    WINDOWS 10 VERSION 1903 INSTALLED    ******

I Renamed the inetsrv folder under C:\Windows\System32 to inetsrv.old by:
1. Taking ownership of the folder.
2. Running Services.msc and Stopping the Application Host Helper Service.

I then took ownership of the C:\Windows\WinSxS folder in order to move all the *windows-iis*.* folders to a backup folder, I put the files under C:\Windows\Temp\WinSxS.old (I had 33 of these folders on my two laptops).

I then went to Turn Windows Features On or Off and Turned Off All Internet Information Services.

I then went to Settings, Troubleshoot, Windows Update and Ran, to fix any other problems.

 I then went to Settings and ran Windows Update and Windows 10 version 1903 downloaded and installed on both of my Dell laptops.

I can not believe after all this time, it is fixed...Thank Everyone on This Site For All Your Help 🙂

The error, according to Microsoft means the following Code 0xC1900101 - 0x30018 Cause A device driver has stopped responding to setup.exe during the upgrade process. Mitigation Disconnect all peripheral devices that are connected to the system, except for the mouse, keyboard and display. Contact your hardware vendor to obtain updated device drivers. Ensure that "Download and install updates (recommended)" is accepted at the start of the upgrade process. You can try downloading the running the setupdiag.exe from Microsoft which is supposed to check your logs. https://docs.microsoft.com/en-us/windows/deployment/upgrade/setupdiag If that doesn't help, you might make the setupact.log in Panther directory available on your OneDrive, but you might check it for any personal sensitive info.

Thanks for the suggestion, I ran the program you suggested and this is the results that were in the log file.  But I still can not tell why the Windows 10 version 1903 is not installing and reinstalling version 1803?

I contacted Dell Technical Support to see if there was a problem with the Dell Inspiron 17R SE 7720 Laptop and Windows 10 version 1903.  The person I talked to barely spoke English and I could barely understand what she said.  But from what I could understand, her response was that if I pay $249 to Dell for a service fee (one year of service), Dell could get Windows 10 version 1903 to install on my two laptops.  This would be my last resort, because I think Dell would end up doing a fresh clean install on both of my laptops, which is what I am trying to avoid (it would take me about a month to get the two laptops back to where they are now, with all the programs that would have to be installed and updated, plus all the settings that would have to be configured).

At this point, I would pay Dell the $249, if Dell would promise to get my two laptops running with Windows 10 version 1903 without doing a clean install, or they would refund my $249.  Do you know if Dell would do this, before I call them again?

Have you tried repairing your current installation with DISM tools

Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth
Dism /Online /Cleanup-Image /StartComponentCleanup
SFC /scannow  "It s a good Idea to run this one 3 Times be patient this takes a while."

Run from an Admin CMD Prompt one at a time  patients some will take quite a while to complete

Microsoft strongly recommends you install the latest servicing stack update (SSU) for your operating system before installing the latest cumulative update (LCU). SSUs improve the reliability of the update process to mitigate potential issues while installing the LCU and applying Microsoft security fixes. For more information, see Servicing stack updates.

If you are using Windows Update, the latest SSU (KB4509096) will be offered to you automatically. To get the standalone package for the latest SSU, search for it in the Microsoft Update Catalog.

 

If these tools won't run you'll have to do it the hard way https://www.tenforums.com/tutorials/7808-use-dism-repair-windows-10-image.html.

Also, have you downloaded an install USB for MCT and tried a Repair Install https://www.microsoft.com/en-us/software-download/windows10

 

If your system was working on 1809 you should  be able to run 1903 without issues

It looks like the system is showing some component is not starting up correctly.  It shows a "system boot failure" and "First Boot" problem.

So, when you start an install, where does it stop exactly, during the initial boot with the Install media or on the First reboot after the install has transferred the install files to the RAMDISK.  Have you tried removing the Flash Drive during the first reboot?

Since it appears to be a bad device, all you can do it to try to remove all devices you can on the system.  Go into the Bios and disable everything you can, such as Wi-Fi and Bluetooth and sound.

Video is something hard to remove from the process but you could try updating or even setting it to the basic Windows driver prior to starting an upgrade.

I suppose the power block is also a device so it could be involved although not likely on two different systems.  Do both systems have exactly same components such as memory amount and processor version?

You might check the msinfo32.exe utility to see if it shows any problem devices and you can set up the system to create a boot log with msconfig.exe, which might show a problem with some device during the initial boot when not trying to update.

And one more thing.. some folks forget they may have a wireless printer attached and the printer may even hold an SD card..  So any device with a driver installed on your system may be involved.

Well, I have tried every suggestion submitted here on Dell to Install Windows 10 version 1903 with no success, Installation stills bombs at 60% and reinstalls Windows 10 version 1803, so I am still working on the problem...Got about 150 hours into this Windows 10 Version 1903 update so far...been installing and going through event logs...solving driver "Failure" errors.  Got the below error out of an event log, but not sure how to solve this one, since Intel did not make a Windows 10 Driver and the Device List shows that there are no current updates for this driver, any suggestions for this FAILURE ???
