Dell inspiron 3151 usb connecting problem

Hi everyone!

We have a Dell inspiron 3151 laptop that has a usb issue. When connecting a Samsung Galaxy S9+ smartphone the laptop will not recognize the phone. I think I have tried all the so called fixes for for this. Updated drivers, reinstalled drivers, updated windows, pulled the battery, run different tests, also got help from Microsoft. Finally there was one solution left, reinstalling windows 10. After that, the phone connected correctly a few times the same day I reinstalled, today it's back to the same old problem! I have  a similar dell pc in the 3000 series. On my pc the phone connects every time! No problem at all. Anyone who have an idea what causes this? Any help is apreciated!
