Green Screens\ Garbled Colors Flowing On Laptop Screen [During Bootup]

It's a 15.6" HD Truelife Display (Intel Graphics) Dell Inspiron 3543 (15 3000 Series) Laptop I bought in 2015. My PC is slowly failing, when I boot up the screen gets filled with strange garbled color patterns & stops when Windows 10 has loaded, but yesterday it continued a few seconds after my desktop appeared, so I'm really worried. I don't want to have to take it to the store to get it fixed ! It doesn't crash but distorted\ blurred lines & circles appear [almost psychedelic] … What could be causing this ? I keep it carefully on a desk.

Later I gave it to the store & repaired\fixed it for free as part of my warranty, since the upgraded RAM didn't solve the lock-ups issue (maybe a WiFi Card or some problem.) Now I'm dealing with this; at first I thought it was due to a spike in the electric power socket, but then even in Battery Mode I see those colors skewing & stretching all over the screen, so it had to be a hardware\ software glitch. Another forum (BleepingComputer) mentioned MemTest86, I've been told that before, might give it a try. Dell has its own memory diagnostics tool in BIOS, I've run that before. My HardDisk was almost full & I freed some space thanks to a Flash Drive; also there's some really tiny mites coming out of my lappy keyboard so it could be a physically damaged internals defect as well, not ruling that out … But I surmise it will cost 90 USD+ for replacing the CPU !

P.S: Could it also be 'cause I wiped the screen with a wet cloth ?

UPDATE: I removed my attached USB keyboard & mouse, & reinstalled my BIOS driver, so let's see how it goes. I will need to check once it has been turned off for a few hours. The USB keyboard & mouse have been known to cause problems in the past. Also ran Dell Diagnostics via F12 in Boot & all tests passed, there was nothing faulty. Also once the blurriness is over, I can reboot & then there's no more distorted colors in the screen, so it's an ephemeral thing. If it prolongs, I will take it to the store for a free repair (there's 1 year left in the extended warranty.)

P.S: Unplugging the USB keyboard & mouse made no difference, so I plugged them back in ...

Just making sure you're performing the F12 key steps correctly.....

1. Power off system. Remove all peripherals (except AC adapter)

2. Power on system, quickly start tapping F12  key continuously until you see Preparing One Time Boot Menu in top corner of screen.

3. In Dell Preboot menu, select Diagnostic. After quick test finished, select Video, and then click on Thorough Test Mode. Repot back any error code.   

By the way, I'm assuming windows 10 is on the system.

Thank you for your golden advice, I appreciate it ! & yes it's Windows 10 Professional —I ran Notebook Panel & Video Card thorough tests as per your request [after unplugging my USB keyboard & mouse] (but there were only about 3 tests each unless I'm doing it wrong) & they all passed without errors ...

A little while ago I found a way to get SFC after DISM to work without erroring out & it detected & repaired\ fixed some corrupted Windows Resource Protection files [successfully.] But no difference, the [green] colors are still appearing during bootup + Winlogon.

Also thinking of using Windows Media Creation Tool to create an installable Windows 10 USB, & then run Setup.exe to repair Windows without losing Files, Programs & Settings, but that's a last resort.

Could it be a screen issue\ defect or OS corruption —(according to another Dell Forum post I was reading) ?

It turns out my laptop is infected with viruses & that's what's causing the bizarre colors (I think) --I had installed Matrix screensaver & during setup (which never completed), I noticed odd behavior. Also, I installed Zip File Recovery Standard & even when I uninstalled it, it left an iPhoneBackupStore or some such Service + file in its installation folder, I deleted both (& the screensavers), & now the green color patterns don't appear once the desktop has loaded ! (Only during BIOS bootup) I will confirm later. I'm making an installable Windows 10 USB Drive from which I'll repair Windows 10 with (from Setup.exe.) So there's nothing wrong with my hardware, I guess …

It's not due to viruses, I had some nasty malware but was all removed by Malwarebytes (Free) (called MicroLeaves) & then I installed Comodo Internet Security Premium 'cause McAfee Web Advisor was unknowingly flagging itself as a firewall & Windows Firewall wasn't working (I didn't realize why at the time.) So Comodo Cleaning Essentials removed the last of the malware. My question is that could it be due to a BIOS setting change ? I'am running Legacy Boot, & I want to know if Fast Boot is enabled by default on Dell Inspiron 3543 ??
P.S: I'am sending it to the store in a few weeks for repairs.
